The politicians are also getting their ammunition ready Confirmed on Back Page._ TAX MONEY Howard Greene had charge of the Kiwanis program Tuesday at Oak Hall. Floyd Evans of the Polk County Welfare Department spoke on the organization of the Welfare De partment. Mr. Evans stated that (here are 29 different functions of the department and that only 6 involved the spending of money. The speaker stated that the welfare board must pass on every grant and must approve the raising of a grant. The board consists of three men; one is appointed by the State Welfare Department, one is appointed by the County Commissioners, and these two men then elect the third' member. The board hires the superintendent, who in turn hires the other em ployees. The welfare employees are un- _ der the North Carolina Merit System and can only be fired for three reasons: engaging in poli tical activity, being convicted of moral interpretude and inefficien cy. However, no employee can be hired unless he meets the merit syi'em’s requirements. Mr. b.vans said that the money paid out bv the welfare depart ment for Old Age Assistance, Aid to Dependent Children, etc., come from the Federal, State and Coun ty governments. The speaker al so pointed out that the Welfare De partment cannot tell a recipient of a grant how he must spend the money. Guests of the club were visiting Kiwanians "Rupert Koch, Hender sonville and Rev. W. S. Stoney, of Anniston, Alabama. Superior Court convenes in Co lumbus on Monday, Aug. 18th.
